Members Present:  Tom Vannatta, Chair; Ron Williams, Vice-Chair; Bill Weiler, Bruce Healey, Travis Dezotell, Russell Smith, Members; Rachel Ruppel, Advisor.

Mr. Vannatta called the meeting to order at 7:07 p.m.

ADMINISTRATIVE BUSINESS

Minutes
The Board reviewed the minutes of October 18, 2011 and made corrections. Mr. Weiler made a motion to approve the minutes as corrected. Mr. Williams seconded the motion. All in favor.

The Board reviewed the minutes of November 1, 2011 and made corrections. Mr. Weiler made a motion to approve the minutes as corrected. Mr. Smith seconded the motion. All in favor.

Mr. Vannatta discussed an informal inquiry he received from Charlie Hirschberg regarding a possible lot line adjustment affecting two adjacent lots which are both under two acres in size. There was general discussion concerning the possible alternatives pertaining to this inquiry. The alternatives suggested included negotiating an easement, taking a piece out of each lot, or negotiating an equal land swap. Mr. Vannatta said he would contact Mr. Hirschberg with the Board’s suggestions.

2012 Zoning Amendment Schedule & 2012 Amendments to the Newbury Zoning Ordinance
Ms. Ruppel reviewed the 2012 Zoning Amendment Schedule with the Board. There was no discussion.

Ms. Ruppel reviewed the proposed 2012 Amendments to the Newbury Zoning Ordinance with the Board. No changes were made.

Mr. Vannatta called for a motion to set a public hearing for the proposed 2012 Amendments to the Newbury Zoning Ordinance.

Mr. Williams made a motion to set a public hearing for the review of the 2012 amendments to the Newbury Zoning ordinance for January 3, 2012 at 7:00 p.m. Mr. Healey seconded the motion.
Mr. Vannatta called for a Roll Call vote.

In Favor: Mr. Williams, Mr. Weiler, Mr. Healey, Mr. Smith, Mr. Dezotell, Mr. Vannatta
Opposed: None.

Subdivision and Site Plan Review Regulations Proposed Amendments & Hearings Schedule
Mr. Vannatta announced that discussion concerning proposed amendments to the subdivision and site plan review regulations will be postponed until after the public hearing on January 3, 2012.

The Board discussed topics for discussion regarding the above including steep slope and waivers. Mr. Dezotell noted that discussion should also include a fresh look at affordable housing models to ensure that Newbury has a balanced housing stock. Ms. Ruppel said the NH Finance Housing Authority offers technical assistance to municipalities in the area of affordable housing.

Mr. Weiler said he will work with Ms. Ruppel on the subdivision regulations in the upcoming months.

Mr. Vannatta noted that a hearing in early spring will be scheduled to review the proposed amendments to the subdivision and site plan review regulations. He added that the Board may schedule that hearing at its January 3, 2012 meeting.

Mr. Dezotell made a motion to adjourn. Mr. Smith seconded the motion. All in favor.

Meeting adjourned at 8:06 p.m.
